Can you please make changes for step-1 table as in below screen shot.
As of now in surveyjs, conditional dropdown is in same <td> of question dropdown.
And keeping conditional dropdown in separate <td> will make question dropdown width consistent for all rows.

Unfortunately, there is no html tables here. We are rendering survey here. That is why the field in the first row is large then in the second row.

I got it that you cant put that field in separate <td>. But Any possibility to make UI similar to our expectation?
We can look at it, but to be honest, it would be a real challenge. Your UI is very easy to apply if you are using html table. I believe you get it from another product and they are using html table. We do not use html table and our UI is adaptive. If the screen becomes smaller, then we can move elements in several lines. It is a standard approach for adaptive UI.
Could you please discuss it with your designers? I do not think that our design is worse, it is just not exactly the same as you guys have in another product.
