How to display the "Other" tab the top of property grid (make it the first tab)?

Could you explain what do you want to achieve in greater details?

We do not have this functionality. "other" tab is always on bottom. In fact, it means that you do not assign a property to any category.
Here is the example:

JavaScript
Survey.Serializer.addProperty("survey", 
  { name: "color", choices: ["blue", "red", "green"], 
    category: "Appearance", categoryIndex: 1}
);

It will add a new color property into new "Appearance" tab and make this tab the second, after "General" tab.
